Rolling out a new technology service across HMPPS, replacing the Quantum Service

The Project

The Ministry of Justice had a significant Programme of work to transform and modernise their technology estate. Impacting over 100,000 users, the digital transformation impacted a wide array of services including devices and applications, print, networks, cloud services, data, business continuity and many more. Q-Solution were selected to provide a fully managed testing service to support the Programme, ensuring that services deployed met their functional and non functional requirements.

The Approach

We bought in our expertise resource and tooling to establish a robust Managed Testing Service from the outset that bought together all stakeholders and suppliers across the Programme.  The service implemented:

  • An overarching Programme wide Test Strategy
  • Defect management capability and tooling
  • Test management tooling and reporting
  • Test automation to the delivery lifecycle
  • Test reporting procedures

Once programme wide capabilities were introduced and communicated, it enabled the individual workstreams within the Programme to draw down on that capability to deliver their own products and services.  We worked with individual product owners through Statements of Work (SoW) to define responsibilities across a range of testing phases including:

  • System Integration Testing
  • User Acceptance Testing
  • Operational Acceptance Testing
  • Service Acceptance Testing
  • Performance/Non-functional Testing
  • Test Assurance of supplier deliverables
  • Automation Testing
  • Data Migration testing
  • Implementing change into CI/CD
  • Assistive Technology Testing

Finally, we ensured we had the necessary skilled resources embedded within the agile teams, to deliver the required product outcomes through regular sprint cycles.

The Outcomes

Delivered successfully and with great praise and accolades from the client, throughout the COVID-19 pandemic and therefore remotely.

Rapidly onboarded a highly skilled team and implemented a Test Approach for an already existing large Programme made up of multiple workstreams. Utilising our existing templates and repeatable patterns, we implemented the Approach inside the first PI phase

Introduced Test frameworks and tooling within days, ensuring the client received an effective testing services, delivery outcomes within the first week of landing.

A Service Acceptance Testing for the new devices to end users who’s success led to a formal request for Q-Solution to provide this service as a BAU function.

The development of a re-usable performance Test framework that enables the validation of 20,000+ users connecting into the system remotely via a VPN using a container based approach orchestrated by Kubernetes.

Working closely with supporting teams to ensure robust and resilient infrastructure to support the predicted number of users and key applications within an environment with few defined requirements and throughout a pandemic where user activity was hard to predict.
